
Doug is a senior software engineer employed at Export Development Canada. He is the survivor of an elaborate romance fraud. Doug suffers from cerebral palsy and met a romantic interest online in 2004. The woman gained Doug’s trust by convincing him that she wanted to engage in a mutual romantic relationship, but she was actually married to someone else. The couple targeted Doug because he was a vulnerable member of the population and had recently lost a loved one. In the end, Doug lost more than $800,000 to the scammers. Forced to become an advocate, Doug proved his case in both civil and criminal courts, where he was awarded large restitution orders against the offenders. However, Doug soon learned that the Canadian civil and criminal legal systems lack the proper mechanisms to ensure victims are repaid what is stolen from them. He learned that all legal costs associating with trying to collect restitution are the victim’s responsibility. His overall debt rose to over $1.4 million dollars and he has yet to recover even a small fraction of what is owed to him. Unjustly, the province of Ontario does not help victims of crime to enforce or collect restitution – all responsibility is placed upon the victims themselves.
